About Us

What We Are

We are the Creekbend Neighborhood Association (CENA).  The purpose of CENA is to promote the common good and welfare of the residents in Creekbend Estates.  Some examples of this are:
  • Maintaining the common areas entering and surrounding the neighborhood
  • Participating in the Crime Watch Program of the City of Plano
  • Monitoring governmental activities and civic issues that affect the neighborhood
CENA itself has no real property and and is a totally voluntary, unincorporated, nonprofit association of neighbors.


What We Aren't

We are not an HOA (Home-owners' association).
  • We have no special enforcement authority
  • Our bylaws explicitly prevent CENA from participating enforcement activities
  • We do not collect mandatory fees

Funding & Expenses

CENA is funded completely by voluntary donations from neighbors.  There are no mandatory fees, but there are mandatory expenses each year.  Some of our key expenses:
  • Maintenance of our common grounds and entryways
  • Planting, replanting, and ongoing care of landscaping in common areas
  • Maintenance and repair of irrigation systems for common grounds and entryways
  • Repairs to common grounds/areas
  • Major upgrades (e.g., converting to drip irrigation systems)
