We are located in Plano ISD District 9, which includes the following schools:

- Harrington Elementary (K-5)

The homes of Creekbend Estates do have binding covenants. They were created when the neighborhood was built and their legality passes with each subsequent owner.We have PDFs of them online:
Since there is no HOA, who enforces them? In a sense, any or all of us. Here is the excerpt on enforcement:
Any Owner or the Declarant shall have the right, but not the obligation to enforce the provisions of this Declaration.
So, if you do violate the covenants, any neighbor can pursue legal enforcement.
Who pays if there is a breach? Well, in a nutshell, the person that loses pays the bill.
...the party or parties against whom judgement is entered shall pay the attorney's fees and costs of the party or parties for whom judgement is entered in such amount as may be fixed by the Court in such proceedings.
